Julie DeLoia, PhD

Dr. DeLoia has a distinguished career as both a scientist and an academic strategist.

  •  Beginning her academic career at the University of Pittsburgh, Dr. DeLoia led the translational research team for the Ovarian Cancer Center while serving as the Director of Research.

  • Funded by NIH and other federal agencies, she authored over 60 peer-reviewed articles.

  • During her tenure at the University of Pittsburgh, Dr. DeLoia became deeply involved in medical school education, earning her a distinguished teaching award.

  • Expanding her passion for education, she transitioned to Georgetown University, where she served as both Associate Dean for Academic Affairs and Interim Dean for the School of Nursing and Health Studies.

Collaboration Successes

  • As an leader, she has collaborated broadly with the private sector. She was the driving force behind a new online nursing education for Advanced Practice Nurses at Georgetown University, a successful signature program enrolling students from around the country.  

  • As Senior Associate Dean at the George Washington University School of Public Health she led the School through a highly collaborative accreditation approval from the Council on Education in Public Health. Through collaboration with a major on-line education company, she also launched three online and hybrid degree programs resulting in the School more than doubling student enrollment and tuition revenues.

  • In August of 2017, Dr. DeLoia joined the Jefferson College of Health Sciences as the first Dean of the College where she led a complex major merger between Jefferson College, as part of a regional healthcare system, and a state university. 

  • She is currently the Chief Academic Officer for Dignity Health Global Education, a company transforming the healthcare workforce.

  • In these roles Dr. DeLoia has negotiated contracts worth tens of millions of dollars, and created new infrastructure and oversaw operations for online education serving thousands of students around the world.

Throughout her career she has been committed to improving student learning experiences and building signature programs. She has done this through adaptive strategy and by collaborating broadly with public and private sectors, and challenging convention, while staying fiscally competitive.

Education
Dr. DeLoia earned her PhD in Human Genetics from The Johns Hopkins University. She completed a post-doctoral fellowship in developmental genetics at The University of Pennsylvania, and a visiting professorship at The Max Planck Institute in Freiberg Germany. Dr. DeLoia also successfully completed the Higher Education Leadership Development Program (HERS).

Kimberly Horn, EdD

A top 50 woman leader of Virginia (2023), Dr. Horn is an academic scholar, working at major universities for more than 25 years.

  • West Virginia University and Virginia Tech, both public land grant institutions focused on serving the people of central Appalachia, and The George Washington University, a private university one mile from the White House.

  • Diverse institutions and settings lend a range of experiences in research and education across the public and private sectors, and foster a diverse, broad network of colleagues.

  • Her roles have ranged from professor to Associate Vice President.

Collaboration Successes
Central to her successes as a leader is Dr. Horn’s ability to apply collaborative innovation models to drive change in innovative research culture and capacity, and to transform institutional policy and procedure.

  • Dr. Horn’s collaboration approaches have resulted in the joining of multiple institutions and public-private sectors to form regional research consortia, including major healthcare systems, local and state health organizations, notably in health and healthcare sectors.

  • These collaborations spurred new, lasting partnerships and productivity across researchers, clinicians, students, C-suite executives, and community members.

  • Her collaboration expertise also spurred new ways of administering academic research, such as infrastructure for rapid research, co-recruitment, shared training and staffing, incentive models, and joint funding opportunities.

  • With emphasis on getting to outcomes, Dr. Horn has extensive experience with strategic systems evaluation across a range of academic and public-private sectors, including formative and summative evaluation.

Dr. Horn is also a successful scientist and is Principle Investigator on 50+ funded research projects, spanning over 25 years of continuous federal funding, and nearly 150 peer-reviewed articles. Academic-private sector research collaborations have resulted in nationally recognized, signature health innovations. Dr. Horn has received numerous awards of distinction and recognition for her research and leadership, including a top innovator award from the Centers for Disease Control and Prevention.

Dr. Horn received a Doctorate in Educational Psychology (EdD) from West Virginia University, Morgantown, WV.
